Global warming has been produced legally because the controllers and controlled in the current development model are on the same side. World governments have gradually stopped being entrepreneurs and even if they do scientific research, they sell patents to multinationals. Obviously, multinationals work to create profit for investors and do not buy utility patents that are not commercial. These, above all, should be developed by public research, if intellectual property is recognized and rewarded. This, unlike the industrial one, should not have national borders. Therefore, public utility inventions should not pay maintenance taxes in all countries that make them. However, countries that would appreciate and use them should give the inventor country a reward for the use of this invention, of which a percentage would go to the inventors. Unfortunately, these rules don’t exist. Even if the acronym of WIPO, which is a United Nations body, means World, Intellectual, Property, no world organization rewards intellectual property, if it is not associated with industrial property. The consequences of this worldwide legislative shortage are very serious because neither public inventors nor private individuals are stimulated to produce inventions that do not produce any income from work. After the world wars of the last century and the collapse of the Berlin Wall on November 9, 1989, the planet Earth should have found world peace and harmony, but the seed of capitalism had already taken root because communism was not accompanied by adequate scientific research. The United Nations did not prove to be up to the task, having concentrated above all on political, economic and humanitarian agreements. In this global context, there is no place for inventors like myself who propose a completely alternative development model to the current world centers of power that cost nothing to world public and private research.
